New Group 1 Technology Increases Mailers’ Savings

The R2006 USPS® Rate Case and CASS™ Cycle L regulatory changes will substantially reduce the amount of mail that qualifies for postal discounts, greatly impacting mailers’ operating budgets. Mailers’ budgets have little wiggle room; such expense increases must be offset by cost reductions elsewhere. Eager to ease this pressure point, Group 1 recently introduced our next generation, industrial strength Address Cleansing platform – the Address Quality Hub.

The Address Quality Hub seamlessly extends our customers’ existing Finalist and CODE-1 Plus implementations, maximizing postal discounts while reducing undeliverable-as-addressed (UAA) mail. It also enables mailers to access a wide array of address cleansing and correction modules, which can be implemented without impacting existing applications that call Finalist and CODE-1 Plus. It necessitates no API changes, no extensions or changes in return codes, and no changes in customers’ applications. Most importantly, the Address Quality Hub does all of this while producing just one CASS™ report.

One of the most highly anticipated of the Address Quality Hub modules is the Coding Uplift Module. Even for Group 1 customers, many of whom use our CASS™ products to code approximately 96-98 percent of their records, the 2006 Rate Case presents significant potential for increased operating expenses. This rate case will raise the bar – both for these companies and for Group 1. The Coding Uplift Module provides CASS™ coding uplift by leveraging sophisticated programming logic and advanced algorithms beyond the capability of any single CASS™ engine. This software solution, designed for existing users of our Finalist and CODE-1 Plus products, provides integrated inline exception record processing that has been benchmarked at cleansing 25-35 percent of the records that normally would have been rejected.

To correct addresses that would otherwise fail delivery point validation, Group 1 has also introduced the Delivery Point Correction Module – a true innovation in the industry – as part of the set of Address Quality Hub modules. This improvement is especially timely with the introduction of the CASS™ Cycle L requirements, which call for Delivery Point Validation (DPV™) for all CASS™ Certified software solutions. Mailers have suggested that this new DPV™ requirement will cause ZIP+4® coding rates to drop by 5-12 percent while the USPS’® own studies suggest a potential two percent drop. Whatever the actual impact is, the cost implications for high volume mailers in 2007 are likely to be considerable. The exciting new Delivery Point Correction technology gives high-volume mailers the potential to reduce their operating expenses and improve their deliverability and cash flow, while maintaining the privacy of their addressees.

USPS Notification to Licensees

Toward the end of 2006, the USPS distributed the following communication to all USPS licensees. For additional information, please visit the USPS Web site, http://www.usps.com/

Dear Licensees,

On March 24 of this year, the USPS® issued a reminder to all licensees that USPS data is not to be exported. Some licensees have interpreted "export" in the strictest terms and are under the impression that foreign nationals working on computer systems in the United States of America are not permitted to access systems on which USPS data resides. This is not the valid definition from the USPS regarding its address data products.

The intent of the reminder was to inform licensees that the USPS will not ship data sets outside of the USA and its territories and to remind licensees that they are under the same restrictions, which are specified in each of their license agreement. Any individual, regardless of their country of origin and citizen status, is allowed to have access to a system on which USPS data resides, providing those same individuals have met and passed all security reviews required by the licensee. Whenever a license violation occurs, the licensee will be held accountable regardless of the nationality of the employees involved in the violation.

The policy has always been that the product can in no way leave the USA or its territories but that those from outside the USA can access the data as part of a backend process.

Listed below are some of the Products that are not allowed outside USA:

  • NCOALink™
  • DPV™
  • DSF2™
  • LACSLink™
  • SuiteLink™
  • RDI™
  • AMS API

The Data included in all postal products falls under 39 USC 412, which prohibits the disclosure of lists of names and addresses. Upon export, the US Postal Service would lose the ability to fully protect its proprietary data and products under federal law. Data included in the NCOALink™ and FASTforward products also falls under ‘The Privacy Act of 1974’, which protects the disclosure of an individual’s personal information. Upon export, the US Postal Service would lose the ability to fully protect customer change of address data under federal law.

Licensees can process lists for customers located outside the United States of America or its territories by following the procedures below:

NCOALink only:

  • Licensee should submit request on behalf of their customer for processing via email to Rick.H.Mcconville@usps.gov and NCOALink@usps.gov. (NOTE: Approval of request is at the discretion of the USPS).
  • The request should include information regarding all parties in the process.
  • Licensee will receive data related to USA customers from the foreign customer.
  • Licensee will perform all processing within the USA.
  • Licensee will ensure customer will be using data to prepare mailing for submission to the US Postal Service in the United States.
  • All updates will be applied to the mailing list prior to returning the list to the customer.
  • The standard output cannot be returned to the customer.
  • An updated file can only be returned to the customer.

CASS Software processing:

  • Licensee will receive data related to US customers from the customer.
  • Licensee will perform all processing within the USA.
  • Licensee will ensure customer will be using data to prepare mailing for submission to the US Postal Service in the United States.
  • All updates will be applied to the mailing list prior to returning the list to the customer.
  • The standard output cannot be returned to the customer.
  • An updated file can only be returned to the customer

MASS Software processing:

  • Licensee will receive prepared mail related to US customers from the customer.
  • Licensee will perform all processing within the USA.
  • Licensee will ensure customer will be using data to prepare mailing for submission to the US Postal Service in the United States.

Below are definitions that will help clarify license terminology:

Entity or entity

  • a single corporation, partnership, not-for-profit organization, or an individual person (i.e., a sole proprietorship), in good standing, licensed and registered to do business in one or more states and does not include any party or affiliation(s) of parties that is not recognized as a legal entity by the laws of the state(s) in which it conducts business.

Intellectual Property Rights

  • the various intellectual property rights and responsibilities that USPS possesses or acquires under the law in effect in the United States of America, including, but not limited to, the laws concerning privacy, copyrights, inventions, patents, and trademarks.

List and Mailing List

  • a list, system, group, or collection of at least 100 unique names and addresses used exclusively for addressing mail pieces to be posted at USPS facilities for acceptance and delivery by USPS; any lists or collections, systems, or groups or the like of addresses that are used, have been used, or will be used for purposes other than addressing mail pieces are excluded from the scope of the meaning of “List” and “Mailing List” in the license.

    • places of business operating within the geographic boundaries governed by the United States, its territories and possessions.
