CASS™/MASS™ Cycle M

The following letter was distributed by the National Customer Support Center's CASS/MASS Certification Department:

Dear CASS™/MASS™ Customer:

This is to announce that the Cycle M CASS/MASS is being postponed to an implementation date of August 1, 2009. Certification of customers who previously attained CASS certification using a product specifically developed to meet the current coding requirements for 2007-2008 Cycle L will be valid through July 31, 2009. Certification testing for Cycle L will cease on February 1, 2009.

While it is likely that all previously announced cycle M requirements will continue to be included in this postponed cycle M, the complete list of requirements will be communicated during the CASS/MASS Cycle M requirements meeting held in February 2008.

Certification of customers who previously attained MASS certification to meet the current multiline accuracy requirements for 2007-2008 Cycle L will be valid through July 31, 2009. However, all MASS manufacturers and end users will be required to process a test deck containing 350 mailpieces for the purpose of spraying the Intelligent Mail (IM) Barcode. As announced by the USPS, effective January 1, 2009 the IM barcode will be required for all mailings claiming automation discounts. Manufacturers and end users can now request these decks for processing. For details on how to order, please contact the Certification Department at 800-642-2914.

Please be advised that all rules governing hardware and software revisions, upgrades, patches and relocations for both CASS and MASS still apply, therefore subject to recertification.

USPS® Move Update Standards

The USPS has initiated the following revisions to its Move Update standards:

  • The Move Update standards will extend to include Standard Mail. Previously, they only applied to First-Class Mail.

  • The frequency of record processing will increase from 185 days to 95 days, which requires mailers to update their mailing lists 95 days prior to the mailing date.

Currently, 62.8% of Undeliverable-as-Addressed Mail is Standard Mail. By extending Move Update standards to Standard Mail, the percentage of deliverable mail will improve. The customer-filed change-of-address orders will be periodically matched to the mailer's address records, reducing the number of mailpieces that require forwarding or returning. This will also reduce costs that correlate with undeliverable mail.

These revised Move Update standards will be implemented on November 23, 2008. For more information, please refer to the notice in the September 28, 2007 Federal Register: HTML/PDF.
