Recently, the USPS announced NCOALINK as its new change-of-address product designed to replace both the current National Change Of Address and FASTforward programs. NCOALINK is a new secure technology for storing data. It uses a data encoding technique that produces a mathematical value unique to every name/address combination. The customer takes the old name and address and NCOALINK generates an algorithm that gets a reverse look-up. The Postal Service will not have to give mailers the name and address data any more. Users will see bits and bytes of data only, not textual addresses. It removes the potential that change-of-address data can be data-mined.

Even though the technology is different, the function of NCOA remains the same. All of the current rules and regulations remain in place. NCOALink will have either 13 months of data, like FASTforward, or 48 months of data as provided by NCOA. According to Tim King, Vice President Postal Affairs and Product Management at Group 1, "We intend to fully support the NCOALINK initiative by developing and offering a world-class software product to NCOA vendors and the end-user community." In response to customers' concerns about the FASTforward program and MOVEforward product, King said "FASTforward is still a healthy, viable program. Current plans from the USPS have FASTforward running until July 1, 2005. Group 1 is already planning for support of NCOAlink and is committed to providing a smooth transition for all of current and future FASTforward customers".

Group 1 will provide more detailed information about their plans for supporting NCOALINK in the very near future.
