In a recent letter from the USPS PAVE Department to Software Developers, the USPS reminded all Presort Developers that it is very important to place the appropriate barcode on either the tray or the sack label on automation mailings. This is a reiteration of the labeling requirements to support the new provision which allows mailers to use letter trays to prepare certain size Standard Mail flat-size pieces, reducing the probability of damage to smaller flats and postal handling costs.

Below you will find important points that were presented in the November 14, 2002 Postal Bulletin article aiding the developer in generating barcoded tray and sack labels below.

  • Barcoded tray labels and sack labels must not be interchanged
  • Tray labels must be used only for mail placed in trays
  • Sack labels must be used only for mail placed in sacks
  • The barcode on the label must be an interleaved 2-of-5 code in accordance with the AIM/USS-I2/5 specification
  • Flats and letters prepared in trays must include the applicable 2-digit USPS processing code.

Tray labels must contain the following information in a 10-digit barcode:

    1. 5-digit ZIP Code destination of the tray or 3-digit ZIP Code prefix followed by two zeros.
    2. 3-digit content identifier number (CIN) for the tray.
    3. The applicable 2-digit USPS processing code.

Sack labels must contain the following information in an 8-digit barcode:

    1. 5-digit ZIP Code destination of the tray or 3-digit ZIP Code prefix followed by two zeros
    2. 3-digit content identifier number (CIN) for the sack.
