The Postal Service's Move Update Initiative, which reviews First
Class mailers' compliance with the Move Update requirement, will
become a national plan with a set policy and guidelines in November.
Right now the USPS' revenue assurance teams are testing the initiative
in the New York Metro and Pacific areas. As postal officials perform
reviews of compliance and meet with mailers and association representatives,
it is formulating a policy for a national program to review how
First Class mailers are meeting the Move Update requirement. (Earlier
this year, First Class mailers in the Southeast Area found themselves
on the receiving end of these reviews, and companies found to be
violating the Move Update requirement were assessed penalties.)
As part of the 1996 reclassification case, the Postal Service instituted
what is known as Move Update. It requires mailers who mail at the
Presorted First Class or First Class Automated rates to check their
address lists for moves within 180 days of mailing using one of
the five approved methods. The USPS is also currently exploring
expanding the requirement to include all classes of mail and shortening
the frequency from 180 days to 90 days.
