PostCom recently requested that the USPS delay the implementation date (which would have come as early as February 15th for some mailers) for using Merlin test results to determine barcode rate qualification. The USPS [yesterday] announced that it would delay the implementation for at least 30 days, for flats only, while a newly formed joint USPS/industry workgroup reviews the issue. The USPS wants the workgroup to return recommendations in 30 days at which point it will determine its course of action.

The implementation delay does not apply to letters, for which Merlin test results will be used to determine barcode rate eligibility starting as soon as February 15th for those mailers with Merlin machines installed and software upgrade mid-December. Mailers with Merlin machines installed later than mid-December have a 60-day grace period from their installation date during which time no additional postage is assessed for Merlin barcode readability failures on letters. [Note: The USPS also is not yet assessing additional postage for Line-of-Travel sortation errors detected by Merlin, and will implement a similar grace period shortly.]

For all other verification tests which Merlin performs--for both letters and flats--there is no grace period and additional postage can be assessed based on Merlin test results beginning the date installation is completed.
