Effective March 31, 2002, the USPS will implement a new addition to the DMM, Section M950, that will allow mailers to place automation-rate and Presorted-rate pieces in the same package. This new sortation, known as co-packaging, will be available for First Class, Standard, and Periodical mailings. Only one physical package per logical destination may be prepared under Section M950. A logical destination is all the pieces that qualify for a specific presort level based on the sortation rules. These pieces do not necessarily have to fit into one physical container.

The current minimum mailing requirements for each class and presort level of mail, i.e. 500 automation and 500 Presorted pieces for First Class mail, continue to apply to the entire mailing; however, automation and Presorted pieces may be jointly considered when attempting to meet the minimum requirements for a package or container. Under this new presort, the automation pieces must continue to bear a barcode at the ZIP+4 or delivery point level; however, the new regulations state that the Presorted pieces must now bear a 5-digit barcode.

For Periodical mailings containing firm packages, the firm packages will continue to count as one piece, regardless of the number of copies contained in the firm package. The firm packages must be accompanied by, though physically separate from, enough automation and/or Presorted pieces to satisfy the minimum package requirements.

The rate assignment for pieces in a co-package mailing will continue to be based on the automation or Presorted designations, as appropriate. The documentation for the mailing must indicate the number of automation rate and the number of Presort rate pieces in each package.

This new addition will be available with the release of MailStream Plus 6.3.3. The complete DMM text was published in Postal Bulletin 22064 (11/29/2001).
