The IDEAlliance, formerly GCA, held several meetings during the last week of November to discuss the upcoming Mail.dat 02-1 specifications. These new specifications should be available in the early part of 2002. Changes include the moving of the interim releases into their own permanent fields, USPS PostalOne requirements, conformance, rate case, and other information needs.

The release of the updated Mail.dat software should coincide with or precede the rate case. The USPS has not yet decided what the actual rate case date will be. The rate case will possibly be sometime in the summer of 2002, so it would be wise to expect a software release sometime in the spring.

Group 1 will make the Job ID (RP_INF MDMFJI) optional. If left blank, MailStream Plus will generate a random ID that will be unique for at least 10 years. There will be no new files, but existing files will change. Group 1 will make every effort to provide a parameter option that will allow switching between 00-1 and 02-1 formats. We hope this will make the transition easier for our customers. More will be known when IDEAlliance publishes Mail.dat information in January 2002.





. . . In the September rate case filing, the USPS had proposed increasing the Address Correction fees for ACS from 60 cents to 70 cents while keeping automated ACS results at the present 20-cent charges. Mailers implementing Group 1's MOVEforward software solution can reduce, if not eliminate, ACS charges by using this system as part of the USPS FASTforward program. . . . According to industry experts and USPS testimony, the mailing industry is finding ways to meet key elements for success. These elements are:
  • Reduce volume-variable costs
  • Mitigate future rate increases
  • Improve service
  • Bypass postal facilities
  • Increase drop shipment
  • Increase palletization use
  • Combine mailings to increase densities
  • Improve presorts
. . . In a recent Business Mailers Review Special Update, an operational update from the USPS for the holidays was released. This is what they had to say:
  • USPS expects peak mailing days to be December 10 and December 17 this year. Peak delivery days generally follow peak volume days by two days, says Pat Donohue, Senior Vice President and Chief Operating Officer, at the annual holiday operational briefing with reporters.
  • USPS expects to add only 5,000 to 10,000 temporary workers this year -- about one quarter its normal temporary work force over the holidays.
  • 86 additional planes have been contracted over the next four weeks; they are also adding trucks to its 210,000 vehicle fleet.
  • The greeting card industry is optimistic it will have a strong season. The industry has seen an increase in sales. Approximately two-thirds of all greeting cards bought are sent through the mail.

When version 2.3.1 is released, the name will no longer be Mail Canada Plus. In compliance with Canada Post Corporation naming conventions, the Mail Canada Plus product has been renamed SortStream Canada. The newly named SortStream Canada must be used for all mailings prepared after January 31, 2002. Canada Post Corporation will not accept mailings prepared using Mail Canada Plus after this date. SortStream Canada 2.3.1 will include Dispatcher4 version 2.1.0. This is a new, delimited-processing version of Dispatcher4.

Please be advised that rates for mailing are scheduled to change January 14, 2002. Mail Canada Plus version 2.3.0 can be used for mailings through January 31, 2002. However, Mail Canada Plus 2.3.0 must use the January Canadian Postal Reference File to support the rate change of January 14. You need only to install the January database to affect those changes. In all cases, Mail Canada Plus 2.3.0 cannot be used for mailings after January 31, 2002. SortStream Canada version 2.3.1 should be used for mailings after January 14, 2002. Therefore, for the period January 14,2002, through January 31, 2002, either Mail Canada Plus 2.3.0 or SortStream Canada 2.3.1 may be used to produce valid SERP mailings with the newly implemented rates.
