Move Update Changes Are Coming Your Way

First-Class™ and Standard Class mailers will soon experience a dramatic impact to their Move Update processes, based on the recent notice posted in the Federal Register. This new requirement is part of the USPS® plan to incrementally increase address and data quality to ensure greater deliverability and efficiency in postal operations.

Broader Impact

This change impacts both First and Standard Class mailers, which is a significant shift from previous Move Update requirements. To receive maximum postal discounts, Standard Class mailers will likely be required to process their mailing lists through one of the approved Move Update solutions. These solutions include NCOALink®, FASTForward®, OneCodeACS™, and ancillary service endorsements listed under Standard Mail® code 507.1.5.3, with the exception of the "Forwarding Service Requested" option.

Shortened Timeframe

An additional impact for both mail classes is the timeframe associated with the new Move Update requirement. Previously, mailers had 185 days to meet the requirement, but the new timeframe is moved to every 95 days. As a result, customers that contract with NCOALink Full Service Providers can expect to see increases in both expenditures and data volume for list processing. While the impact may be muted for many in-house users, those with a significant Standard Class volume may experience increased resource demand for file processing.

Share Your Thoughts With the USPS

The posting states that the new requirement will take effect no later than 18 months from the date of publication — resulting in an anticipated December 2008 implementation. However, if you would like to state your opinion to the USPS, you can forward your comments to:
