R2006-1 Rate Case

The facts are clear –- with key USPS® issues and directives on the horizon, you need to prepare for the changing postal requirements more than ever.

Undeliverable-As-Addressed (UAA) Mail

  • USPS® study shows it costs $1.9 billion annually to handle UAA mail
  • USPS® Postmaster mandated 50 percent UAA mail reduced by 2010

Delivery Point Validation (DPV)

  • USPS® files Rate Case with wider gap between rates for 9-digit and 5-digit coding
  • USPS® mandates implementation of DPV™ for CASS™ Cycle L –- primary house numbers must be validated in order to ZIP + 4® code records
  • Industry anticipates DPV™ rules for secondary house validation in the future

USPS DPV-CASS Cycle L Letter to Mailers

In February 2007, the U.S. Postal Service re-confirmed the August 1, 2007 deadline for mailers to validate primary numbers through the use of DPV as part of CASS Cycle L.

Mailers who do not meet this USPS CASS requirement will lose their postal automation discounts on all mail that is not processed through DPV as outlined in the USPS DPV-CASS Cycle L Letter to Mailers.

Group 1 DPV-CASS Cycle L Letter to Customers

In May 2007, Group 1 fulfilled CASS Cycle L product upgrades for installation, testing and deployment by August 1, 2007. Cycle L processing with the required DPV and LACS mandates will have major ramifications for customers.

Group 1 included DPV technology in its CASS products to help mitigate some of the performance issues and offers innovative uplift and correction technology to help offset the reduced DPV coding rates as outlined in the Group 1 DPV-CASS Letter to Customers (68.2 KB).
